What percentage of the player base do you personally believe should reach the endgame material of WoW?

By endgame, I mean having done all the difficult, endgame bosses, and all the raids, and have the luxury to do so repeatedly.

Currently, many argue that only 5% of the total WoW population fit this criteria. The hardcore raiders who devote much more time than the average player base.

If, for instance, the max raid cap was 5 players, and each raid lasted a max of 30 minutes or so, such that 100% of the players could experience all of WoW, would that make it a better game in your opinion?

Or is it best that only the top 5% devout raiders get to experience the difficult end of WoW.

I think it is a delicate balance.

Kharazan and Zul Aman, 40 to 60% of people should be able to see and kill all bosses.

Entry level raids, 25-40% of people

End game raids 15-25% of people

You can't have endgame and not have it be exclusive. Endgame by definition builds upon itself.

50% of the people completing black temple is just too high. Hell, I doubt you will ever have 50% of the people ever in a 25 man raid.

WoW has plenty of content for non-raiders. True dedicated raiders are in the minority but still a sizeable part of the player base. If you designed content so 50% of the playerbase could see all content, the game would be trivialized. 50% of the people are not willing to put in the time to prepare for the content. Hell, I doubt 50% of the people even have all of their heroic keys.
