Speaking and voices

Will the NPC's and/or players be able to speak in game? Some other games have made the characters come out with a few vocals like laughs and such, but will there be proper dialogues , or just scrolling text?

No No NO no scrolling chat or or voice over, you can read the text much faster than you can do a voice over. First times it might be oooo nice but try do 1000 quests and be forced to wait on voice over or text scroll....
