Once upon a time there was a World where a beautiful item with no cooldown and with alot time of Slow Fall existed: The Noggenfogger Elixir. The players were very happy to use it; they were actually charmed by it.
But one day a group of malefic Developers decided to do something that shattered the beautiful World of Warcraft: they decided to nerf the item by reducing the slowfalling time from 2 minutes to 15 seconds and by raising the cooldown to 2 minutes.
Alot of players were sad when the item was changed; but still there is hope.
